Dr. Chilton is evil in one respect, while Dr. Hannibal Lecter is evil in his own unique way. Dr. Chilton is the man with bad morals and feels the need to control people. Basically he is the type of guy who takes advantage of his job position, who thinks of himself before others and only acts in ways that will benefit himself.
