The author is trying to make the argument that gun violence in schools and streets are because of the slack laws and enforcement that we use. The violence is pointed towards the gun sellers and the shows that are put on about guns. The should spend a little less time trying to make a big case out of it and point the finger and the parents that are not raising their children correct.
