The basic concept of democracy is that government is based on and run by the people. But even in a democracy where the majority of the people are happy, there are always going to be those who are displeased and may cause a disruption. So in knowing this the only reasonable solution is to have some way of enforcing the laws set. Law enforcement is the first major problem in the democratic society established by the boys in Lord of the Flies. From the very start Jack has a problem with Ralph being chief. Jack knows there is no one to stop him from doing whatever he wants. When Jack stole Piggy's spec he knew no one could stop him. When Ralph confronted him saying "You've got to give them back"(176). Jack responds by saying "Got to? Who says?"(176). Jack knew Ralph had no way of making him give the spec....
